North Korea has been fueling fears of World War 3 by defying calls to terminate its nuclear development programme.

But Prof Cheng said US intervention had helped ease the pressure of war threats coming in from Pyongyang.

He said: “This is certainly nothing to joke about but I think this situation – despite the confrontational rhetoric – has been stabilised somewhat.

“There’s a recognition that there’s a stalemate. Rex Tillerson a few weeks ago did indicate the possibility of negotiations even without preconditions.”

The democracy activist, however, said US President Donald Trump’s unconventional verbal approach to North Korea could signal he is not “ready to make the first move” towards peace negotiations.

Speaking to RT, Prof Chang added: “Donald Trump probably believes this kind of talk remains popular with his right-wing supporters.

“Certainly Donald Trump, at this stage, does not believe he is ready to make the first move. So perhaps the two Koreas may make the first move.”
