Photos from the scene this evening showed the black cab on the pavement with people comforting at least one person on the ground.
Witness Ed Hoppitt tweeted: “Just came within meters of being hit by a vehicle that mounted the pavement and ploughed into people.
“People down under taxi.”
The incident is not being treated as terror-related.
London Ambulance Service paramedics are also on the scene.
The Strand is currently closed in both directions at Southampton Street due to the incident.
Emergency services have been on high alert after a terror attack in New York yesterday left eight people dead when a truck driver mowed people down in Manhattan.
