The outburst is just the latest of the eccentric leader’s regular verbal attacks against the US, EU and United Nations.
And while the West bears the brunt of his verbal onslaughts he has nothing but praise for China and Russia with whom he has cultivated vastly-improved relations.
In a speech during Women’s Day celebrations at the presidential palace, Mr Duterte poured scorn on Brussels for recommending the Philippines build “clinics around like in other countries, and give shabu, cocaine and heroin like in Holland”.
He said: “Come here and we will talk because I want to slap you.”
He recently also lashed out at the EU and called the bloc “sons of bitches” for recommending a rehabilitation-centred solution to the drugs problem.
More than 8,000 people have been killed since Mr Duterte took power on June 30 last year, with police taking responsibility for a third of those deaths and claiming self-defence during anti-narcotics operations.
