The 42-year-old from Morocco was also held on suspicion of recruiting and brainwashing people to become jihadists.
Detectives read him his rights after detaining him at Segovia Jail north of Madrid where he is serving his sentence.
He is understood to have targeted fellow inmates who were doing time for drugs offences.
The arrest is the first in Spain since the November 13 Paris attacks which killed 130 people and injured nearly 400.
Two ex-inmates of the same prison were arrested last month for threatening to carry out bomb attacks in Spain’s two main cities in letters sent to the country’s ruling Partido Popular HQ.
