Even if all the recounts in Michigan, Pennsylvania and Wisconsin were to go ahead, the result of the US election which saw Mr Trump as the victorious candidate, would be unlikely to change.
“The recount is an inherent part of what ensures the integrity of elections,” said U.S. District Judge James Peterson.
Although Mrs Clinton won the national popular vote, she lost to Trump in the Electoral College, the 538-person body chosen state-by-state that actually selects the president.
Two pro-Trump groups, the Great America PAC and the Stop Hillary PAC, filed a federal lawsuit Dec. 1, the day the recount began, seeking to halt the process.
Mr Trump will take office on January 20.
Green Party nominee Jill stein requested the recount to ensure the election was fair, rather than to change any outcome.
