BRUSSELS—The civilian chief of the North Atlantic Treaty Organization said Russia’s military actions in Ukraine threaten “peace and security in Europe.”

NATO Secretary-General Anders Fogh Rasmussen said “Russia must stop its military activities and threats.”

He was speaking before a meeting of the North Atlantic Council, the alliance’s decision-making body that comprises ambassadors of all 28 allies. Afterward, they were to meet the Ukrainian ambassador to NATO.
