According to the official documentation Tavares presents as evidence on a world-wide scale, an official top-secret document was discovered titled, SILENT WEAPONS FOR QUIET WARS: An Introduction Programming Manual, which is an Operations Research Technical Manual was uncovered by accident on 7/7/86 when a Boeing Aircraft Co. employee purchased a surplus IBM copier and discovered the document inside with detailed plans were hatched in the “embryonic days” of the “Cold War” and calls for total control of the masses including the manipulation by use of the Peoples’ pastime, education, industry, and political leanings. The document is a startling quiet war waged upon humanity and pits one another against each other, while diverting the public’s attention to what is really going on behind the scenes.

According to Tavares’ interpretation of the documents, which have been authenticated by over four technical writers for military intelligence, the plan to depopulate and enslave the world has been a slow and sneaky plan and has gone unnoticed for years as it has become a programming tool for using silent biological weapons. A genius psychopathic plan derived in the late 1940′s by the Rockefellers, Harvard University, and the U.S. Air Force. It was adopted in 1954 at the 1st Bilderberg meeting in the Netherlands. Since then, it has been well implemented and silently slow-killing and depopulating humanity.
On page 4 of the Silent Weapons for Silent Wars document, it states, “whenever any person or group of persons in a position of great power and without full knowledge and consent of the public, uses such knowledge and methodologies for economic conquest – it must be understood that a state of domestic warfare exists between said person or group of persons and the public.” This statement alone should be considered a Declaration of War… without the consent of the People.
