Operation Conifer started in 2015 – 10 years after Sir Edward’s death.
The closure of the investigation comes not long after Wiltshire Chief Constable Mike Veale said that he believed that the accounts from the investigation were ‘120 per cent genuine’.
With 17 officers on the case the probe has cost taxpayers £1million in the past two years.
The report and its findings will remain confidential.
Wiltshire Police said: “It is important to stress that Operation Conifer is a national investigation that is being led by Wiltshire Police on behalf of the Police Service.
“Our approach to public confidence is to be as open and transparent as possible, and at the conclusion of the police investigation, the force will take advice as to what we can legally put in to the public domain.”
