The shooter has shot themselves after shooting the doctor at 1pm (12pm BST) inside the Charité University Hospital Steglitz’s Benjamin Franklin campus in the southwest of Berlin.
Berlin Police said the doctor was critically injured and is now in intensive care.
The shooter was a former patient of the doctor’s, police said.
Counter-terror police were immediately called to the scene.
Berlin Police tweeted: “The doctor at #CBF in #Steglitz sadly passed away.
“There is currently no evidence of a terrorist background at the #CBF incident in #Steglitz.”
Charité is one of the largest teaching hospitals in Europe, with four campuses based across the German capital.
Eyewitnesses said about 20 police, ambulance and fire vehicles were called to the hospital as they blocked the entrance.
The news come as Islamic State (ISIS) claimed two of its “soldiers” had carried out an attack in next door France just hours before in which an 86 year old priest was killed and another person was seriously injured during a hostage-taking knife attack at a church in Saint Etienne du Rouvray in Rouen.
