The leading Brexit supporter had been widely expected to sweep to Downing Street on the back of his successful EU referendum campaign.
But, despite setting out his vision for Britain’s future outside the EU, Mr Johnson revealed he had decided he is not the best man to lead the country out of the bloc.
In a speech in central London, touted as the formal launch of his Tory leadership bid, Mr Johnson said: “I must tell you my friends, you who have waited faithfully for the punchline of this speech, having consulted colleagues and in view of the circumstances in Parliament I have concluded that person cannot be me.
“My role will be to give every possible support to the next Conservative administration.
“To make sure we properly fulfil the mandate of the people that was delivered at the referendum and champion the agenda I believe in.
“To stick up for the forgotten people of this country.”
