Americans do not MURDER/KILL/DESTROY people because they might do something against us. America is REACTIVE to aggression. Under Obama's idea of the America he is changing us into, the Government can now kill you if they believe you might be a threat to the USA. What activities constitute a threat according to them? Protesting their policy, owning a firearm, driving a vehicle, anything can be construed to be a threat. Heck even cooking bacon and saving the grease could be listed as a threat.
