Yes,Putin has to contend with a Deep State, just like Trump. And yes, the Russian Deep State is capable of executing rogue, off-the-books operations with their elite troops. Some sources of various Independent Media outlets (eg Paul Martin) are saying that the Russians are in position to take down the cables associated with the American grid. This makes sense, because Obama allowed both the Russian and Chinese to participate in the GridEx drills which showed them how to take down the American grid. Here is the story.
