Speaking at the doorstep of today’s summit in the Belgian capital, Mr Conte said it was fair for all EU nations to share out equally economic migrants who are arriving in Italy.

He said: “Italy has a proposal for the council. It is reasonable because it shares the values of the foundation of the European Union.

“I have seen a lot of solidarity in these years, but we need words to turn into actions now. Italy needs concrete actions.”

He then revealed to journalists he could veto the EU’s conclusions on migration, thereby throwing the EU’s policy into chaos and heaping further trouble on Angela Merkel.

He said: “The veto is a possibility that for now I do not want to consider, but if we had to get to this, certainly for my part, we will not reach a shared conclusion.”

The German leader’s future is on a knife-edge with coalition partners demanding she solve the migrant issue by tomorrow evening.

At the weekend Mr Conte revealed he had put forward a new policy proposal for European Union migration.

The Italian leader was speaking after the EU summit of 15 nations when he said: “A completely new Italian proposal based on the new resolution paradigm to solve the migration issue.

“It’s called the European Multi-Level Strategy for Migration, articulated on six premises and 10 objectives.

“It’s aimed at proposing a timely regulation and management policy to control migration flows that is truly effective and sustainable.”

The proposal demands EU member states each accept a share of economic migrants landing on Italian shores. Italy would reduce payments to the EU unless his proposal was agreed.
