The Yongbyon Nuclear Scientific Research Center is home to North Korea’s first nuclear reactors and has previously produced fissile material for its weapons.

New analysis from the respected 38 North watchdog has revealed works underway at the site, including steady progress towards a new reactor.

And one of the few foreigners to visit to main nuke base has warned Kim Jong-un’s bomb-making abilities are not be underestimated.

Joel Wit, who now works with 38 North, was allowed to visit the then-decommissioned Yongbyon in 2008 when the regime was persuaded to denuclearise by the US.

He said it is clear the site was now operating again amid growing fears North Korea is ready to ramp up its nuclear programme as its “charm offensive” comes to an end with Seoul.

Mr Wit, who teaches at John Hopkins University in the US state of Maryland, said: “Even if those steps [to denuclearise] had been completed, they still could have restarted it. They weren’t irreversible.

“I suspect that they could have just restarted the reactor and continued producing fissile material the way they had been producing it before.”

It’s a view shared by Keith Luse, executive director of The National Committee on North Korea in Washington DC.

He accompanied Mr Wit during his 2008 visit to Yongbyon and photographed the site.
