The despot leader’s henchmen stand accused of “flagrant” human rights abuses,

including killings, torture, forced labor and the hunting down of asylum seekers abroad.

But China hit out at the United States for applying its domestic law on foreign military chiefs, one of which is based in the Chinese city of Shenyang.

US Treasury Secretary Steven Mnuchin said in a statement: “Today’s sanctions target the North Korean military and regime officials.

“We also are targeting North Korean financial facilitators who attempt to keep the regime afloat with foreign currency earned through forced labor operations.

“We are especially concerned with the North Korean military, which operates as secret police, punishing all forms of dissent.

“Further, the military operates outside of North Korea to hunt down asylum seekers, and brutally detains and forcibly returnsNorth Korean citizens.”

Despite China being tough on USA, signs are beginning to emerge that Beijing may be getting frustrated with its allies in Pyongang.

In a message from North Korea leader to Chinese President Xi Jingping sent earlier this week wishing congratulations to China, Kim Jong was much less cordial.

Kim Tae-hyo, political science professor at Seoul-based Sungkyunkwan University said the dictator wished Xi “great success,” according to state media, as Xi received a second five-year term at the 19th Party Congress. But the overall tone was less cordial than previous correspondence.

When Xi was first appointed five years ago, Pyongyang sent a six-sentence-long congratulatory message that included phrases such as “strength of the mutual leadership, friendship and brotherhood,” Sungkyunkwan University’s Kim told CNBC.

“This time, the note was only four sentences and made no mention of brotherhood or friendship”, he continued.
