Kurt Volker, former US representative to NATO, said Russia was in a “much weaker position” and would “back away” from a fight.

His comments come as G20 leaders, including Mr Trump and Mr Putin, are meeting for two days of talks in Hamburg.

The leaders shook hands and the Republican billionaire patted Mr Putin on the back.

Speaking on the Today programme on BBC Radio 4, presenter John Humphrys said fallouts, such as over Syria and Russian forces in Georgia, had led to poor relations between the two superpowers.

He said: “That’s the point isn’t it. We say we can’t allow Russia to behave as it has been behaving.

“But at the same time we’re not clear, are we, as to what we might do about it.

“But, in the end, we’re going to back a way from the real confrontations that might end up in horrible warfare.”

But Mr Volker, who served as the representative to NATO between 2008 and 2009, said the United States was in a more powerful position.
