The ruling Liberal Democratic Party also wants to run television and media campaigns to increase public awareness of the need to run to robust buildings or underground shopping centres in the event of a ballistic missile attack.

The measures were outlined in a proposal submitted to Prime Minister Shinzo Abe shortly after North Korea’s crackpot dictator Kim Jong-un carried out more missile tests.

North Korea, which possesses rockets that can reach Japan, has stepped up its missile-testing programme this year causing tensions in the region to reach boiling point.

Mr Abe’s government is considering upgrading existing two-layer missile-defence systems.

His party has already proposed obtaining the capacity to counter-attack.

A Liberal Democratic Party spokesman said: “The country must take rapid and effective action to deal with the new level of threat from North Korea.

“A wide variety of evacuation drills should be held, including in densely populated areas.

“They should include training on dealing with chemical attacks and Japan’s Self-Defence Forces need to be involved.”
