Mr Husain, who previously joined Islamic group Hizb ut-Tahrir, which called for a caliphate, said jihadists believed they were “physically forbidding evil” in attacks on Western civilisation.
Speaking on the Today programme on BBC Radio 4, the now co-founder of counter-extremism organisation the Quilliam Foundation, added Muslims around the world “detested” extremists and were seen as “sinful” by those seeking to set up a caliphate.
He said: “I’m an observant Muslim, the billion plus Muslims around the world despise and detest the extremists.
“But what they have, the extremists, is the conviction and the courage to say they alone are committed to creating a caliphate and in the absence of this caliphate, all Muslims are sinful.
“What they call ‘enjoining good and forbidding evil’ must be done physically.
“Most Muslims, like religious people of other denominations either like or dislike or have views on what’s sinful, what’s not sinful but seek not to impose it by taking control of governments.
“Extremists use the narrative of recreating a caliphate and then wish to impose that on Muslim majorities, societies and others around the world.”
Mr Husain went on to say the terror attack at an Ariana Grande concert at Manchester Arena on Monday was “not just an accident” and the motive was clear.
