Historically.,once a pension fund is raided, ( scammed, robbed, defrauded, ruined bankrupted, ‘modified) it never comes back. It is done. The pensions were impossible to maintain from the beginning. Promises from politicians to corrupt union leaders to prevent strikes and keep the union ‘donations’ flowing to the politicians. The game is dying.
