Aid organisations say 138 people have been killed, 400 are missing and 100,000 have been made homeless in North Hamgyong Province after heavy rain battered the region sparking a mass washout.

More than 30,000 homes have been damaged, submerged or completely destroyed, vital roads have been ruined and 104,000 North Koreans have no access to safe drinking water.

But as his people suffer, Kim Jong-un has instead focused on nuclear tests and satellite launches.

This week the despot supervised a ground test of a new rocket engine to launch satellites, the latest in a rapid succession of missile-related tests this year by the isolated state.

While the 32-year-old leader turned his back on flood-hit communities, Red Cross workers issued an international appeal for help.

At least 140,000 people are in need of help and more than 1,000 volunteers have been sent out on search and rescue missions.

The worst damage occurred in the counties of Hoeryong City, Musan County and Yonsa County, in the north of the country, near the Chinese border

Red Cross workers fear the death toll will only get higher when winter arrives and branded the situation “critical and complex”.
