Negotiations over the Transatlantic Trade and Investment Partnership (TTIP) began in February 2014 but Sigmar Gabriel revealed leaders on both sides are in denial.
He said in 14 rounds of talks, the two sides have not agreed on a single common chapter out of 27 being discussed.
Mr Gabriel said: “In my opinion the negotiations with the United States have de facto failed, even though nobody is really admitting it.
“We mustn’t submit to the American proposals.”
A number of the TTIP talks have been held in secret in a bid to reduce barriers to trade for big business by January 2017.
Mr Gabriel, also compared the TTIP negotiations with a free trade deal forged between the EU and Canada, which he claimed was fairer for all sides.
