The nuclear element of this false flag would be done using the drills Marble Challenge (FBI), Vital Archer (CSIS), and Eagle Horizon (FEMA) as the cover, go-live and response aspects. The scenario being primed through these large scale drills that just so happen to be running during this timeframe is, 2 low yield nuclear weapons being smuggled from Canada into the US (CSIS exercise called Vital Archer), which then causes the US to have to deal with the 2 ticking terrorist nuclear weapons inside the United States (FBI exercise called Marble Challenge), with emergency protocols and continuity of government or operations needing to be enacted in the immediate aftermath once the FBI fails to deactivate the 2 weapons, which then detonate near-simultaneously in 2 different locations causing FEMA and USNORTHCOM to respond (FEMA COOP exercise called Eagle Horizon).
