President Obama’s gun control Executive Order includes four major changes:

expanded background checks and a bolstered system to process those investigations;

greater federal presence to conduct investigations;

including some mental health information in the universe of data available when background checks are conducted, and
promoting new technology that, in theory, could make guns safer.

Obama’s proposal to expand background checks would eliminate what he has called the gun show loophole — a concept many gun rights advocates reject — and will mean that more gun sellers will need to register to get a federal license and will have to conduct background checks of sellers. However, until the final order is released, it is unclear how many gun dealers this will impact. To address the system’s bottlenecks, the Executive Order promises a faster system and will hire 230 people to execute the plan.

The Executive Order will increase enforcement by adding 270 agents to the Bureau of Alcohol, Tobacco and Firearms. Part of their role is to track the illegal, online sale of guns, address the issue of guns lost in transit (which must now be reported to the feds), and address vague “domestic violence” concerns.
