The FBI has sent out a bulletin warning that regardless of a grand jury decision to indict or not police officer Darren Wilson, there will be violence in Ferguson, Missouri.

“The announcement of the grand jury’s decision … will likely be exploited by some individuals to justify threats and attacks against law enforcement and critical infrastructure,” the FBI said in a bulletin issued Friday. “This also poses a threat to those civilians engaged in lawful or otherwise constitutionally protected activities.”

Missouri Gov. Jay Nixon has activated the state’s National Guard in anticipation of violence and widespread looting. “As part of our ongoing efforts to plan and be prepared for any contingency, it is necessary to have these resources in place in advance of any announcement of the grand jury’s decision,” Nixon said in a press release.

Residents in Ferguson and neighboring cities are buying firearms to protect themselves against the expected violence.

Although the FBI bulletin stressed “the “importance of remaining aware of the protections afforded to the all U.S. persons exercising their First Amendment rights of freedom of speech and freedom of assembly,” a leak by the hacker group Anonymous reveals a map showing how law enforcement plans to surround the city in response to the riots.
