Senator Chris Murphy, the Connecticut Democrat who urged punishing the Russian people in response to Crimeans voting to secede from post-coup Ukraine, questioned CIA boss John Brennan’s recent trip.

“What message does it send to have John Brennan, the head of the CIA in Kiev, meeting with the interim government? Does that not confirm the worst paranoia on the part of the Russians and those who see the Kiev government as essentially a puppet of the West?” Murphy said on MSNBC earlier this week.

“I don’t know the wisdom of having Brennan there. We ultimately don’t want this to be viewed as a proxy fight between the United States and Russia.”

Brennan’s presence in Kyiv, however, was not simply intended to underscore U.S. support for the largely fascist junta, but also send a message to Russia that the CIA will now work with the neo-Nazi Andriy Parubiy, boss of the Ukrainian National Security Council, and other coup leaders as the eastern part of the country follows the path taken by Crimea.

For the establishment media in the United States, the takeover of administrative buildings by “militants” in eight cities is part of a Russian effort to annex eastern Ukraine. This script, however, was dealt a setback on Friday when the activists said they are not part of an agreement reached by Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov in Geneva on Thursday.

“Lavrov did not sign anything for us, he signed on behalf of the Russian Federation,” said Denis Pushilin, head of the Donetsk People’s Republic.

The Gannett combine that owns USA Today did not include additional remarks by Pushilin. “This is a reasonable agreement,” he said of the Kerry-Lavrov agreement. “but everyone should vacate the buildings and that includes Yatsenyuk and Turchynov,” two leaders of the coup government in Kyiv. He then called for a referendum that will allow “self-determination of the people,” a political move opposed by the United States following its installation of fascists and their collaborators in Kyiv.
